Planning - Introduction¶
The planning functions in Gemini Terrain include landscape analysis and development of zoning plans and development plans.
The analysis tools serve as valuable aids in the development of plans. They can, for example, be useful in residential planning to identify areas best suited for development.
The figure below shows where Gemini Terrain fits into the municipal planning process. The program is well-suited for producing both public and private planning proposals.

Municipal planning process
A complete plan consists of the following documents:
- Plan map
- Regulations
- Description
- Case study
- Decision
All planning documents are relevant to reproduce and manage in digital form. This chapter covers the creation and delivery of plan maps in Gemini Terrain.
Plan map is used as the term for the presentation of zoning plans or development plans on the base map. The plan map encompasses all versions of the plans - from the first proposal through various consultation drafts to the final approved plan.
Base Map¶
All plan types must be presented with maps as a foundation. Base map is used as the term for the map foundation used for presenting zoning plans or development plans. The base map must ensure that the spatial positioning of the plan content is satisfactorily identified.
Relevant Datasets for Zoning Plan Development¶
- Common Map Database (FKB): Norway's most accurate map data
- Property map: The cadastre is the country's official register of real estate
- Current zoning: Possibly excerpts from municipal plans/municipal sub-plans if the area is unzoned
- Utility networks: Infrastructure and technical facilities
- Thematic data: Land use, environmental, and resource information
